Best Practices for Remote Learning. Sept. 11, 2020. Educators are faced with difficult decisions about what instructional content to keep synchronous (live sessions), what content to ask students to engage with on their own time (asynchronous), and what content to cut. Here are some best practices to apply when adapting your content for hybrid and remote learning.

Electronic Delivery of Instruction (Live or Recorded). Aug. 7, 2020.
As school districts move forward with educational plans for this fall, a number of districts are planning to offer electronic delivery of instruction, both live-streamed and recorded. This has raised a number of labor and employment questions.

The Governor’s executive order exempts, to the extent necessary, school districts from completing annual professional performance reviews for classroom teachers and building principals during the 2019-20 school year without the loss of state aid.

The PDF version of this Fact Sheet has been organized in a chart format to present a side-by-side comparison of the original regulations with the related emergency regulatory changes that provide flexibility. These temporary provisions are in effect during COVID-19-related school closures.

Fact Sheet 20-13: Certification Changes in Response to COVID-19. May 7, 2020.
In response to the COVID-19 crisis, the State Education Department (SED) has amended several regulations that govern certification in NY. These amendments may help individuals with certificates that expire in August 2020, have applied/are applying for certificates or certificate extensions before September 1, 2020, as well as special education teachers who teach in a special class.

Family-School Engagement in the Time of Coronavirus. April 20, 2020.
This brief provides strategies and tips to help educators and schools to engage with families for relationship building during the time of the coronavirus and school closures. These strategies may be used virtually after schools reopen.

This guidance is designed to provide considerations for instructional practice as educators and school districts reassess their personal, building, and district-wide learning plans. These strategies may be applied to both virtual and non-virtual teaching and learning to support sound instructional practice even as schools return to on-site learning.

NYSUT and CSEA teamed up to bring you a webinar on ventilation in schools and how it can help lower the risk of COVID-19.
The program gives school employees an overview of building ventilation systems, applicable building codes and industry recommendations. Participants will learn what questions to ask management and what upgrades to advocate for. The webinar is free and now available on demand. Register and watch online.

SRP Health and Safety: Transportation Concerns when Schools Reopen (leader login required). July 17, 2020.
To help develop guidance to local unions and field staff, NYSUT assembled a transportation staff focus group in May with about a dozen bus drivers and bus monitors/aides from around the state. This document summarizes the focus group discussion, as well as suggestions for how to address several of the concerns. As always, local union leaders should consult with their NYSUT labor relations specialist for questions and advice.

Higher Education

NEW:SED Issues Guidance to Assist New York State Colleges and Universities as They Reopen. Aug. 6, 2020.
The New York State Education Department today released guidance to assist institutions of higher education in planning for a safe and orderly return to educational operations—whether remote, in person, or a combination of the two. This guidance, which the Board of Regents and Department developed in consultation with the higher education community, will help ensure institutions have the information and regulatory flexibilities necessary to develop and implement creative solutions to their unique campus circumstances.

NY.Gov: Reopening New York: Higher Education Guidelines (Summary). June 22, 2020.
This executive guidance is intended to address all types of in-person higher education institutions, including but not limited to community and junior colleges, universities, graduate and professional schools, medical schools, and technical schools. Higher education institutions must develop and submit a plan for reopening and operating for the duration of the COVID-19 public health emergency.
