The Regents amended regulations to allow English language learners who enter the United States in ninth grade or above to graduate with a local diploma if they score between a 55 and a 61 on the Regents Exam in English.
The intent of the new appeal process is to create a safety net for qualifying ELL students who only need the English Regents to graduate. The new regulations, which are expected to get final approval in January, would be effective at the end of this school year.
